omg that is definitely black brush algae o-o i've battled for a long time and i still haven't got rid of it >.< i had to take my infected driftwood and soak it in a 5% bleach to water solution for around 10 minutes...to prevent it, you shouldn't leave the lights too long and there's probably a lack of co2 in that tank
