Black Phantom tetra ok?

In my 29 gallon I have 5 glolight tetras, 5 neons, 5 gold tetras and plan to add 3 black neons and possibly a few hatchets up at the top. I wanted to add like 3 black phantoms but I have heard they can be agressive. Would it be ok to add these or is that too many fish?

You have room for the black phantoms, keep them in a group and they should not really bother anyone.
 
I have had terrible luck keeping these alive specifically. No other issues in my 38g tank with any other fish.
