Bubbles not popping

The bubbles from my air stone get to the top of the aquarium and just stay there, my ammonia is 0 my nitrite is 0. I got a surface skimmer and that did nothing, I heard that ammonia can cause that if it's not a film but it's neither so plz help its blocking light

This is a picture of the tank, I know I shouldn't have red hooks in there but it's only till they heal from the oscar attack
