Bullies

I have 7 black skirt tetras and now 11 red minor tetras. My black skirt tetras had nipped fins and I thought the red minors were doing it and so I increased their number from 5 to 11 to help. Now I'm noticing the black skirts nipping each other and bullying each other. I can't tell if the red minors are participating. Any suggestions? I guess if I have to pull one of the schools out I can and try to trade them somewhere this weekend.

Skirt tetras seem to take a little while to establish a pecking order, and until then they tend to nip each other. I would give them a couple weeks to figure out who is in charge.
