Cloudy water

I have a 29 gallon marineland biowheel filtration and have performed 3 partially water changes with resulting Cloudy water developing in 6-8 hours. All water testing is within normal limits. I have not had this problem in the past. Any recommendations?

Anything change recently? New or expired bottle of dechlorinator?
