Iv kept harlequins and a Betta together with no issues at all.

Yes I think they are compatible , as far as I know harlequins aren't nippy.

I wouldn't keep chili rasboras with either harlequins or a betta. Chilis are extremely small and IMO would be easily outcompeted for food. If the Betta decides to become aggressive toward tank mates, the chilis are going to be in trouble. Betta and harlequins is a better plan IMO.
