My priority is keeping my pleco healthy I've had him for years. Would it be wise to give him his swimming space in a 20 gallon and just add plants? Or what fish can I add? He used to be a bully when I first got him, but he's nice to the shrimp now.

What kind of pleco is it? Most small plecos are fine with other fish

Albino bristle-nosed mini pleco, male. He sort of tormented my dwarf frogs and they died.

I agree with Toad in that the pleco should be fine with pretty much any other fish. If you want to do a theme tank, just ponder what kind of theme you want for your tank. Everyone I can think of likes to go for colour themes, but I prefer area theme tanks. For a theme around your pleco, which is native to the Amazon, I advise a small schooling fish like Cardinals or Black Neons. If you want something more closely related to your pleco, then maybe look at Oto Cats. Guppies of either the normal or Endler's variety both work pretty well too. Do what you like.
