Cory Fry-Should I medicate or continue with water changes?

I have a 20 gallon tank filled halfway with two sponge filters and very light substrate I have about 45 cory catfish fry and 3 nerite snails. Some corys 4+ weeks old and the others 3 weeks.

PH 6.8
Ammonia 0
Nitrite 0
Nitrate 20-40
Temp 74

The older fry seem to be doing ok, but I've been battling some sort of fin rot/fungus with the smaller fish. Their fins get raggedy, they grow a cotton ball on their tail and die. I've been doing 10-20% water changes daily and adding stressguard. I dont want the whole tank to get wiped out, but I'm also not sure what is going on. Should I medicate with something or continue with water changes and hope for the best? Any and all suggestions appreciated.
 
Personally, I would place the smaller fry in a QT tank and medicate. I don't recognize the problem, but hopefully someone else can add their thoughts.
