cycling 40gal tank

i have been cycling freshwater tank for about 5 weeks. i dosed the tank to 2ppm. after 4days my current readings are still:
ammonia 0
nitrite 0
nitrate 0
ph 7.6
do i have to do a big water change or just add fish?

i also have brown algae on silk plants and glass. should i clean the plants or buy new ones? the glass i will clean

Brown algae may mean that you are running the lights for too long. I run mine for around 6 hours a day on a timer.

Onto the cycle, if you waited 5 weeks for the cycle to complete, ensure that the cycle continues for 3 more days. Add 4-5 PPM of ammonia instead of 2 and ensure those 4-5 PPM go to zero by the next day. THEN add fish.
