Danios and white skirts

My brother set up a 40 gallon breeder aquarium for the first time. I've supplied him with plenty of filter media and everything seems to be going well. He has gravel substrate.
I'm not new to this site or aquariums, but I tend to deal with more exotic fish. I have a couple questions.

He is wanting to do two blue crawfish (since his kids love mine), some zebra danios, and some skirt tetras.

First, are danios and skirt tetras compatible?

Second, do either need a heater? (House is at 70-72 degrees)
 
Yes they are compatible but I would worry more about the crayfish. Those pinchers get ahold of some fins and it won't be pretty..

Yeah, I've already warned him about the crawfish, but that's the risk you take keeping them with any fish.
 
Danios would be your best bet with them. They have short fins, fast, and mainly stay near the top of the tank.
