I've seen in some pictures where some aquariums have a terracotta pot laying on its side.

Are these your basic terracotta pots bought at a garden store? If so, are they safe and do they release any toxins harmful to the fish or affect the water conditions?

If you use new terracotta pots it should be no problem. Just to be safe I would soak them in clean water for a few days. They are usually used as a substrate to lay eggs on.

Those pots are also often used for plants to keep the roots from spreading (or in no substrate discus tanks).

I'd agree with the above that soaking for a few days is a good idea, but they'd probably be safe from the store. Really, a one week soak shouldn't be difficult though.
