Difference between GSP and Indian puffer(dwarf)

When I look at the spotted and dwarf I notice that they both look sort of the same. Is there a difference between the two?

The green spotted puffer gets to 6" long and needs brackish water, and saltwater when it is fully grown.

The dwarf puffer gets to 1" long and needs full freshwater.

GSP is green and the dwarf is more brownish. I rarely see a GSP that is as small as a dwarf. These are big physical differences.
