Do I need to cycle?

I'm planning on moving my tetra school from its 10 gallon tank into a 30. If I use all the same water/sand/plants into the tank to start it off, do I still have to cycle it?

Would upgrading the filter mess this up too, because the one I have on the 10 does not have the flow rate needed for the 30.
 
Just put the filter media from the current filter into the new one, that's where most of your bacteria is going to be. This is what I've done everytime I've had to move

You can run the old filter alongside the new one until the new one is seeded with the beneficial bacteria.
