Does breeding mean healthy tank?

So I've been having some issues with fish dying, I won't get into specifics here as I already have a post in the unhealthy fish forum. What I'm wondering though is in general does breeding indicate that the tank is healthy with clean water or is there really no connection. The reason I ask is that I've been having trouble keeping my dojo loaches alive and today I lost a swordtail but it was only 2 weeks ago or so that I saw what I think was a baby swordtail swimming around, it could've been a danio but I think it was a sword. Also my assassin snails have been breeding because I've seen babies.
 
It really depends on the fish. Some are more finicky when it comes to breeding, others are like rabbits and love to breed constantly. I don't have any direct experience with swordtails, but other livebearers I've had bred non-stop regardless of tank conditions.
