Eco-complete very cloudy kind of milky

I purchased a 2 bags of eco-complete black yesterday and added it this morning. It has been sitting for 5 hours and it hasn't improved much. There is also a milky film over the substrate. I hope I didn't get a bad batch like I've read about.

try filtering the water
any "dirt" will have sediment that can cloud water.
without water movement it could take days.
 
I have found doing 3-4 90% PWC can clear it out pretty quick and with nothing else in the tank it can be done quickly.
 
I'm going to let it run for a while then I'll do a big change. I'm just worried about the white milky film that built up on the substrate. It's already coming off though from the filter.
 
When I put in a new substrate, I run a HOB filter with nothing but filter floss to clear out the water. Usually gets crystal clear within a day or two, but keep an eye on the floss so it doesn't clog up and overflow the HOB.
