You CAN have to much filtration in a fish tank because to much media in filters will cause over conversion of nitrites to nitrates leading to high nitrate problems.

Your filtration can only convert the existing waste into Nitrate. High Nitrate problems are caused by overstocking and/or undermaintenance.
 
Definitely false. Nitrites are the instant killer in the cycle anyway. It should also be noted that the key word is filtration, not flow. You can definitely have too much flow.

I'll take the other side and say it could actually pose a potential risk. Nitrifying bacteria can be fragile. In the event of a sudden die off due a sudden pH swing or other event, the more bacteria present the worse the bacterial bloom. If course I'm assuming the reason for so much flitration would be a heavily stocked aquarium which in itself poses risks. Just a thought.
