what can happen to fish in a tank if the temp goes as high as 89-90 degrees for a few hours and then is brought back down to a reasonable 78-80 degrees?

what are the short term/long term effects on fish?

It depends on the fish. The oxygen content of the water.

Quite a few species can handle that, but it is stressful to them.
