F8 puffer in 12 gal

Could I keep a figure 8 puffer in a 12 gallon tank? Also which plants can tolarate brackish water?

Not sure about the puffer, but java fern is the best plant for brakish water

I don't think a figure 8 puffer should be in any less than a 20 gallon.

Minimum for F8's is 15 gallons for the first and 10 gallons for each extra, but I personally wouldn't put a F8 in anything less than a 20 gallon. They're incredibly active and inquisitive fish.

As for plants, there are a few with Java Fern being your best bet. If you google it there's a few articles that'll come up about it.
