As amonia rises in a new tank can i do daily partial water changes to lower ph for the new fishy

I don't understand the question regarding pH.

During a fish in cycle water changes should be performed as needed to keep ammonia and nitrIte at or below .25 at all times while using a quality water conditioner like Seachem Prime.

I'm not understanding the question...do you mean you want to lower the pH for a fish-in cycle??? Here's a great link:

I think I understand your question after reading it several times.

Changing the water will not lower your pH level. Either you have something in your tank that is raising the pH or your tap water has high pH. Please change your water often if you have fish in your tank with high ammonia levels.
