Filter not removing dust particles

I have a Fluval C4 with the foam/poly pad that comes with it, Purigen, and poly-fil in the tank, but I still have particles floating on the surface of the water. I did a water change 2 days ago and checked the poly-fil; it was clean and white and it had been in there for a week.

Is it more of a film? If so, you need to either disrupt the surface or get a slimmer.

The surface is agitated by the filter and powerhead.
