Can i cycle a filter in a already cycled tank?

Such as adding a new one? Yes just run both for a while like a few weeks. Transferring old filter media to the new filter helps too.

You should be changing your carbon every month or so, or else it will start to leach the toxins it has captured back into your water.
If your carbon is 'cycled', it is probably overdue for changing. Try some bio-max or something similar to house benificial bacteria. It works alot better than carbon, and never needs replacement.

The old filter media that can used is any other the bio-media, sponges, etc. If you transfer out all the media from one to the other one loses the benefit of having running both filters to cycle the new one.
