Fish tank with ammonia and nitrate?

I thought my tank was cycled because I have nitrates, and I did an ammonia test and I have like 1.0 ppm ammonia and 0 nitrites, and 5.0 nitrates. I’d there something wrong with my tank? Is it not fully cycled? It’s been over a month and I’ve used api QuickStart a bunch
