Foam & cloudy on surface

Is there an easy DIY to fix my funky surface? I sort of assume a protein skimmer but I need to hold off buying for a few months, so the wifey doesn't get grumpy with the month I've spent on this tank in the last few weeks. Some of it is sand.

Any ideas how to fix this ?

Believe it or not, skimming the top of the water with clean coffee filters works great. Not to mention they're pretty cheap. You can get a pack of 100 at the dollar store for a dollar :)


I put one in my net and skim the top, replace it when dirty, repeat.
 
Surface skimmers are cheap. You should be able to get one for $15 which should plug into your filter intake and skim the water off of the surface. Other than that I would go for increasing the surface agitation since that usually clears up the problem itself
