fresh water hair algae?

ok, my roommate left for vacation, so was left in charge to take care of his tank. i did what he normally does and that is feed his fish and change his water. for some reason, he has hair algae. anyway to stop this growth?
 
Hair Algae

I have the same hair algae in my 20g-long planted, with 2-15w flourescent strips, no ferts, and DIY CO2. Grows mostly on dwarf sag, chain sword, and java fern. Spreading to cabomba. Tank gets no direct sunlight.

In reading I thought maybe the CO2 was creating an inbalance, so I pulled that. Also heard that Rosy Barbs are known to eat it. True/Untrue? would 3-4 of them get along with 6 black neons and an angelfish?

Lastly, what are steps to reduce phosphate? Any methods other than chemical?

How long is he on vacation? I would just follow his instructions and let him deal with the algae when he gets back.
