It's usually best to thaw out any frozen food before feeding to your fish. If it's still in the shell, put the shell in a container of cold water for a few minutes then transfer the shell into your tank once it's defrosted.
I always use tank water in a cup to defrost frozen fish food, like my blood worms I put in a cup of fish water for about 10-15 min before I feed just to make sure they're defrosted and tank temp
