ghost shrimp need filter?

I have a very successful "natural tank" with a male betta in it and plants with no filter. It's going very well, but I have a 2.5 gallon spare tank and I was wondering if ghost shrimp could live in a well planted filter-free tank? I assume thats a little small, just curious though. Otherwise I'll just do plants in it.
