The bio-wheel won't do a thing for the mulm at the bottom of your tank. The only think which will make a difference is gravel vacuuming.
The bio-wheel provides a large surface area for your bacteria (tis why it has so many folds) and is a prime place for them to colonize. It also spins partially out of the water, which increases the amount of O2 the bacteria get, which increases the amount of bacteria as well.
