The bio-wheel won't do a thing for the mulm at the bottom of your tank. The only think which will make a difference is gravel vacuuming.

The bio-wheel provides a large surface area for your bacteria (tis why it has so many folds) and is a prime place for them to colonize. It also spins partially out of the water, which increases the amount of O2 the bacteria get, which increases the amount of bacteria as well. I know they come with a pamphlet; take a peek at it, Its pretty interesting.

A minimum of weekly changes should definitely help. I do gravel vacs/water changes 2-3 times a week at about 10-15%, and I am forever vaccuuming up poo (thank u mr pleco).

Sounds good Just check your water parameters frequently; that will let you know ever more clearly how often you need to gravel vac.
