I suppose the common sense as always is to follow the instructions on the packet. For the heaters I use they tend to have 3-5 diagrams with incorrect setups, and one with a tick on it for the correct setup (that being the vertical one).
Doesn't really matter I suppose, but I always err on "better safe than sorry"
