Hairy Algae... I think

Alright. I've got a problem in my perfect tank. I am seeing a dark colored hair-like algae growing on my leaved plants. I wanted to ignore it, but it's getting worse and neither my clown pl*co nor my ottos seem to have any interest in eating it.

What's the cause? What's the solution? Should I go in there with some scissors and trim it away by hand?

Any help would be greatly appreciated.
