ok i took out 25% of the water do i need to put the water in first then the aqua safe or do i need to mix aqua safe in the water first then pour the water in

Either before or after, makes no difference. I put my Prime in while it's filling. But it's also a large tank and I have time to add it while filling. If a small tank, either before or after is just fine.
