Help needed!

so i have a 40b. i just got 10 green fire tetras, and there still smallish, so my angelfish seems to see them as a treat. I dont think the angel is big enough to eat them, and they are faster, but i dont want them to be stressed. what plants grow good in low light and make it like a forest? i was thinking val... not sure though
 
i was looking for something that grows with space inbetween for fish to swim through...
 
If planted properly stem plants will have plenty of room for fish to swim through. Stem plants should be planted far enough apart to let light reach the lower leaves, otherwise you end up with a stem that only has growth at the top.
