How common is dwarfism among fish?

About 2 months ago I bought 5 SAE's.. 2 of them didn't make it, and 1 of them seemed a bit smaller than the others. Now the one is around 2" while the other 2 are closer to 3". I was wondering if the one might be a dwarf or possibly genetically weaker? They're in a 29 gallon tank

It could be just a smaller fish or it could be stunted in some way. Maybe it doesn't get as much food as the other one or something. There are various causes of stunting.
