How do I get rid of this?

These bubbles have been present since the tank has been established. Water parameters are good for an oscar. Any tips? There does appear to be a super thin oil slick as well. I know that's a protein build up but I have way more then enough surface agitation. Any thoughts?

When I get this oily film occasionally I give the surface about 6 to 8 spray pumps from a spray bottle of straight H2O2. Next morning it's all gone. Flake food seems to cause it most for me. The NLS pellets never cause it. OS.
