I usually do my readings before I do my water change, but then again all I really need to worry about is nitrates. Since I do 50% water changes it's really easy to figure out what your nitrate level will be as well. Just divide by half
Doing this can tell you if you need to do a bigger water change or if you can get away with less.
Otherwise, if testing afterwards I would wait an hour to test.
