How many dwarf puffers in a 10 gallon?

I have a densely planted 10 gallon tank that I would like to have dwarf puffers in. However, I am unsure of how many I can get without fighting, and what sex. Also, are there any tank mates I could keep?

You can fit 2. I suggest no other tankmates. Only 1 male though.

You will unveil more of its personality if 1 DP is in the big 10g tank by itself.
