Well then you should know what ammonia, nitrite, and nitrate are. If you don't know what your parameters are, you should try to invest in a liquid test kit.

Is your goldfish showing any other signs if illness?
 
Could be. How long have you had him again? I think he just needs time to adjust.
 
ok ya my other fish was a lot diffrent because it eat pellets but this 1 eats only 2
 
2 what? Pellets? Not all fish are the same. Like I said you have to let him adjust.
 
You went right with the tank size, however considering the tank isn't cycled and you put a goldfish in it isn't a good sign at all. Your going to have a lot of work ahead of you, I suggest getting the API freshwater liquid test kit. Until you get that I would do 50-75 percent water changes per day to keep ammonia low.
