If it has a fiberous woody stem then I'd say some sort of hygrophilia. h. stricta maybe?
If theres no rhiszome(spelling) then its not java fern.

It's growing out of the top of my 55 gal so it's not a java fern

It's not java fern. Although it looks like. The plant in the picture has a stem going through the middle.

The stem is reddish in color. It's 20 inches tall and growing. The leafs are about 3 to 4 inches long and 2 wide

I'm still stickin with hygrophilia stricta. It has a reddish woody stem and can grow out of the water as well. If the leaves outside the water start turning red as well then thats what you've got. ;)
