No, white skirts are more diamond shaped and laterally compressed than these guys

The closest looking species I found was the Congo Tetra. Although those also appear to be more diamond shaped. http://en.wikipedia.org/wiki/Congo_tetra

Another vote for young Congo tetra here. These will get a good bit larger and bulkier, and will eventually exhibit sexual dimorphism. These are gorgeous fish and are very active swimmers. You'll love them.
