Indian Mudskipper

Hi, I would like to buy an Indian Mudskipper but I'm confused on a couple of things. First, I know that these guys are brackish water. What I don't understand is how to make the tap water into brackish water. Scales-n-Tails told me to use plain old aquarium salt for freshwater fish, but I kept reading something about aquarium sea salt. I'm very confused about this. Also, do they need a filter? I kept reading that they needed some current with the little amount of water in the tank. The filter that was suggested to me is a large waterfall that requires the water level to be pretty high. This is an issue when trying to create land for the mudskipper. I was also told by Scales-n-Tails that I needed a basking lamp.

The supplies I have right now include:
10 gallon tank
Sand
1 waterfall filter
Rocks
Heater
Basking lamp
Screen lid

If anyone can help me I would greatly appreciate it! Any links or tips would be great!
