Is 4.6 gallon too small for three african dwarf frogs?

I'm no expert but I wouldn't put more than 2 in there

I’ve heard 1 gallon per frog and I’ve also heard 2 gallons per frog. I personally would say 3 would be fine as long as you keep up on maintenance and make sure there isn’t any aggression between them
