Is he the culprit?

A friend of mine has a few small tropicals in a 15 gal tank.
4 platties
4 emperor tetras
1 red tailed shark
1 Horas loach
1 minute sucker fish (unknown
1 Barbus schuberti

On looking in her tank I noticed that the platties and the Barbus schuberti have nipped tails and fins.
My question is who is the culprit?
Personally I think the red tailed shark.
Extra opinions would be very welcome.
 
Red tailed shark, definitly. 15 gal is way to small for him, so he is staking out his territory...the whole tank

I made a mistake with the emperor tetra they are actually black neons.
If I remove the shark for her and put him in my 143 gal African cichlid tank will he be ok?
 
I Agree. We had a redtail in our 30 and he tried to own the whole tank. I'd say get a bigger tank, rehome the red tail. And get more tetras...
