Is it cruel to keep two angelfish in a 29g planted tank?

No... Personally I have a pair of angelfish that have lived happily and grew great in my 29 planted. Literally a great size for Angels... Not cruel at all in my opinion.

Obviously if it's just the pair, they should be ok, lots of breeders do it and have done so far a long time.

I have a breeding pair in a 20H and they're quite content. A 29 is perfect for them.
