Is this an oto?

I picked up 4 Otos for my planted tank 3 look exactly like the typical Otos I always had. The last one looks more like a Siamese algae eater to me. What do you guys think? Hard to get a good pic but think these will do

Yep they look like otos.

A Siamese algae eater will not suction the glass like that, although they will pick off the glass. Yeah, it's an Otocinclus sp.
