Is this build overcrowded ?

Hi, I would like to know if in this situation, the tank will be overcrowded:

29 gallon tank with Fluval C3 power filter. 78 watts of light with CO2 injection. Heavy planted tank.

The population in it would be:
- 15 cardinalis
- 12 killifish norman lampeye
- 3 siamensis algae eater
- 7 red cherry shrimps

Is that too much ?

What's the problem most encountered when the fish tank is overcrowded ?

Nice tank! That stock would work with decent sized PWCs per week. Some taller and/or floating plants would be appreciated by the cardinals and lampeyes too.
 
It sounds good to me, the cherry shrimps have a very small bioload so you don't even have to count those.
With your tank as planted as it is I don't think you'll have any problems with parameters as long as you keep up with w/c's and it doesn't look overcrowded at all.
