Those look like pest snail eggs, pond snail or ramshorn.

That was my thought initially but then I thought I read somewhere snails laid their eggs above.the water line

I would say snails aswell, and no they lay millions of them everywhere!!!

I'd say pond and not ramshorn I keep ramshorn and they lay eggs that look like this in a kind of spiral shape

mystery/apple snails do, the pest snails I mentioned lay them in jelly clusters under water.
