By any chance, does anyone know of fish that would thrive and benefit from Java moss

Some fish graze on java moss. Fry hide in it.

What do you mean by your question?

I wanna put Java moss on a piece of drift wood in my tank and basically was wondering what the best fish for it would be. Its a 10 gallon tank

Shrimp and fry benefit greatly from it, if that's what you're asking. Java moss (and other mosses... really plants in general) are a great addition to shrimp and fry tanks.

And by any chance, about how many neonatal and shrimp can be in a 10 gallon tank

Like 7 or 8 neons, and 10 or more shrimp. Shrimp have almost no bioload. And if neons aren't your thing, kuhli loaches are cool with shrimp, and bettas are cool with both of them :)
