I want to upgrade my lighting on my ten gallon. I have an incandescent hood with two 15 watt day light CFL spiral bulbs. The hood has reflectors but the are for incandescent bulbs. I was looking at lighting on amazon.com and saw the Marineland Single Bright LEDs for cheap. It says it has 1600K one watt white and 60mW blue. Will that be enough for plants?

No, your CFL's will give the plants much more light than the single bright LED fixture... and possibly even the double bright. Realistically, there's not a whole lot you can't keep under the bulbs you have now.
