95% of the time tap water has perfectly acceptable pH levels. Anything about 8.4 or so and I would attempt to bring it down a little. So what's yours at?

I would worry more about getting your tanks cycled and running properly so you can add the stock you'd like. Trying to manipulate things in a tank is asking for a disaster and consistency is key. Chances are that your stock is going to come from somewhere local and those fish are already used to it.
