Hello, I would like to know if anyone has a Lucky Bamboo in their tank. I really like them but I have never seen one fully submerged.

Thats because its not an true aquatic plant. If you fully submerge it, it will die. The majority of the plant (leaves, etc) needs to be out of the water, just the root/lower stem part in the water. They grow quite well in damp, nutritious dirt, too.
 
I keep bamboo in my fish tank for years. As long as the leaves are above the water they are ok
