My electric blue ram doesn't move

10 gallon tank but it's only the blue ram and 3 neon tetras and the tank was fully cycled
 
I had one an he really didn't move around much then he died. Rams are notoriously hard to keep and unless your water is perfect they won't do well.
 
Small tanks are much harder to keep than big tanks. Folks new to the hobby tend to expect the opposite. But, in a small tank, the water deteriorates much more quickly if anything is amiss, during cycling, and when water changes are neglected. Rams are sensitive fish and don't do well with any of that. While the fish might fit physically, a small tank is not a good home for a ram.

In short, no, lethargy is not normal. Hanging out in caves is but the fish should still zip out when food hits the water.

Always test the water as the first course of action when anything seems off. If no water test, take a sample in a container, do a water change, and go buy testing equipment. Have your sample tested at the store so you'll know if it was the water making your fish sick or something else.
